LVMWD is organized under the Municipal District Law of 1911 (California Water Code 71000). A five-member Board of Directors governs the district, each representing one of five divisions, as show below. The directors serve overlapping four-year terms. The board selects, from among its members, officers and a representative to the Board of Directors of Metropolitan Water District of Southern California. Charles Caspary, Division 1 Charles Caspary (Division 1 Director) joined the LVMWD board in 2001. A resident of Hidden Hills, he has more than 35 years of experience in the recycling and environmental services industry. Mr. Caspary is former owner of Atlas Refuse Removal and Las Virgenes Disposal, and served on the California Refuse Removal Council, the Greater Los Angeles Solid Waste Management Association. He is named as co-inventor of several patents in solar energy and water desalination. Caspary formerly served on the Board of Trustees for the Boys & Girls Club of Conejo and Las Virgenes and as a Trustee for the Viewpoint Educational Foundation.  Mr. Caspary currently serves on the board of Run For Her, a Calabasas-based charity that promotes awareness of ovarian cancer and raises research funds for the Women’s Cancer Research Institute at Cedars - Sinai. He also represents the District on the Governing Board of the Santa Monica Bay Restoration Commission.

Andy-Coradeschi

Andy Coradeschi (Division 2 Director, Treasurer) joined the Board in December 2022. Water and water use has been a passion of Mr. Coradeschi since his childhood, which led him to work for his local water company during his college years where he earned a degree in Civil & Environmental Engineering as well as a degree in Business.

Mr. Coradeschi has lived in Agoura Hills in the Liberty Canyon neighborhood for over 20 years with his family, and owns a small business in the entertainment industry. Many LVMWD customers already know him as "Coach Andy" from his 15 years of volunteer coaching for local youth sports in Agoura Hills and Calabasas, and also through his seven years of volunteering for Agoura Hills' Cub Scout and Boy Scout organizations and numerous other local volunteer positions. He is also an active trail runner in the Santa Monica Mountains.

Gary Burns (Division 3 Director, Secretary) joined the board in December 2022.

Gary Burns was elected to the LVMWD Board in December 2022. (Division 3 Director, Secretary)

Gary grew up in the New York /New Jersey area. He attended Fairleigh Dickenson (FDU) and Hofstra University where he received a BA and Master’s in Psychology. He returned to FDU and received an MBA in Business and Finance.

He moved to the Calabasas area in 1989, and has been a resident of Calabasas since the inception of the City in 1991.

Gary has been President of Mulholland Heights Homeowners Association for the past 10 years. Additionally, he is a Board Member of Community Associations Institute, 2018 - 2024 (CAI of Greater Los Angeles County) and a Board Member of CAI International, National Homeowner Leaders Council 2021 – 2024. He was recognized by CAI Los Angeles for Excellence in Community Leadership in 2021 – 22.

He is also a founding member of EPIC, (Emergency Preparedness in Calabasas) and volunteers for many local events. He is a partner in Just Pure Foods Distribution company and a licensed Life and Health Insurance Broker.

Gary is searching for new sources of water to ensure there is sufficient future supplies for the community. He is available to advocate for his constituents whenever needed

Leonard E. Polan, Director, Division 4

 

Leonard E. Polan (Division 4 Director, Vice President) was elected to the LVMWD Board in November 2012. A native of Brooklyn, New York, he has been a resident of the City of Westlake Village for nearly 30 years, where he continues to reside with his spouse, Jill. The Polans have three adult children.

He is a Viet Nam era veteran, having served in the U.S. Navy. An architect by profession, Mr. Polan studied at the University of Tennessee, where he graduated with honors. He volunteers as an architectural consultant to the First Neighborhood Homeowners Association in Westlake Village and has provided guidance to the Calabasas Park Homeowners Association.

Jay Lewitt, Division 5

Jay Lewitt (Division 5 Director, President, MWD Representative) was elected to the Board in November 2014 and has served as the Board President since December 18, 2018. He is a long-time resident of Agoura Hills where he lives with his spouse. The Lewitt's have three adult children.

Mr. Lewitt was born in Los Angeles. He earned a B.A. at the University of Southern California and a J.D. at the Pepperdine University School of Law.  He is the founder and president of Every Promotional Product, a promotional products firm headquartered in Agoura Hills.

His community work includes having been a youth sports coach for basketball and baseball. He has also served as President of the Board for Heschel West Day School and was formerly on the National Council of The American Israel Public Affairs Committee (AIPAC).

On June 4, 2024 the LVMWD Board of Directors unanimously appointed President Lewitt as the District's representative to the Board of Directors for the Metropolitan Water District of Southern California (MWD). 

Mr. Lewitt is also a former board member of the Specialty Advertising Association of California (SAAC) and served as Legal and Government Committee Chair for that organization. 

On January 1, 2016, Mr. Lewitt was nominated to a two-year term on the Federal Affairs Committee of the Association of California Water Agencies (ACWA), the leading advocate for California water in both Sacramento and Washington D.C. and he continues to serve on this important committee.  Mr. Lewitt represents the District to Congress and federal agencies that deal with water issues.
