Pure Water Project

 

For some time, Las Virgenes – Triunfo Joint Powers Authority (JPA) had been considering the feasibility of a seasonal storage facility that would store surplus recycled water (RW) from off-peak times for use during times of peak demand, where on occasion, the need exceeds the available supply.

Seasonal storage would reduce (but not eliminate) the need to discharge excess RW to Malibu Creek, when such releases are permitted (November 15 to April 15). It would also make it possible to use more of this resource for irrigating parks, highway landscapes, golf courses, school grounds, commercial landscapes and garden areas of multi-family dwellings.  Using RW for these purposes also reduces the demand for imported water in the JPA’s service areas, conserving both water and energy.

However, a stakeholder-driven process has led to another option, the notion of Indirect Potable Reuse (IPR), now known as the Las Virgenes – Triunfo Pure Water Project. This option would take surplus recycled water and process it through an advanced treatment facility; then store it at Las Virgenes Reservoir for later use as drinking water.

A study group began exploring the possible uses and storage of this excess RW. The group is comprised of Malibu Creek Watershed stakeholders including non-government entities, environmental interests, city, county, state and National Park representatives, JPA Board members and water industry personnel.

 
 

 
November 3, 2014 – JPA Board accepted proposal from Montgomery Watson Harza Global, Inc. (MWH) in the amount of $174,716 to prepare a Seasonal Storage Plan of Action and authorize the Administering Agent/General Manager to execute a professional services agreement for the work.

June 2, 2014 – JPA Board approved the Guiding Principles for Recycled Water Seasonal Storage Project.
