LVMWD is organized under the Municipal District Law of 1911 (California Water Code 71000). A five-member Board of Directors governs the district, each representing one of five divisions. The directors serve overlapping four-year terms. The board selects, from among its members, officers and a representative to the Board of Directors of Metropolitan Water District of Southern California.  Click here to see the Official Division map (PDF - 2.58 MB).

Charles Caspary, Division 1 Charles Caspary (Division 1 Director, Vice President) joined the LVMWD board in 2001. A resident of Hidden Hills, he has more than 35 years of experience in the recycling and environmental services industry. Mr. Caspary is former owner of Atlas Refuse Removal and Las Virgenes Disposal, and served on the California Refuse Removal Council, the Greater Los Angeles Solid Waste Management Association. He is named as co-inventor of several patents in solar energy and water desalination. Caspary formerly served on the Board of Trustees for the Boys & Girls Club of Conejo and Las Virgenes and as a Trustee for the Viewpoint Educational Foundation.  Mr. Caspary currently serves on the board of Run For Her, a Calabasas-based charity that promotes awareness of ovarian cancer and raises research funds for the Women’s Cancer Research Institute at Cedars - Sinai. He also represents the District on the Governing Board of the Santa Monica Bay Restoration Commission.

Glen Peterson, Division 2

Glen Peterson (Division 2 Director, President &
MWD Representative) has served on the district’s board since 1987. Mr. Peterson also represents LVMWD on the board of the Metropolitan Water District of Southern California (MWD), a position he has held since 1993 and he is currently the Vice Chair of the Legislative Committee and Chair of the Bay Delta Committee. Mr. Peterson was appointed by the Governor and is currently serving as MWD’s Delegate on the Colorado River Board of California.  He is past president and a current board member of the Association of California Water Agencies (ACWA), sits on the Board of the ACWA Health Benefits Authority and is past chair for ACWA’s Federal Affairs Committee. He was awarded the Public Health Appreciation Award from the California Dept. of Health Services for his work in fluoridation. He has been a resident in the district for 47 years and was the owner of Cornell Realty. Mr. Peterson is a former member of the Mountains Conservancy Foundation, former treasurer of the Community Center Foundation, he's a former member and past president of Las Virgenes Homeowners Federation and was active in the Agoura Hills Rotary, a Paul Harris fellow, and was the founder of the Friends of Peter Strauss Ranch. He is an award-winning grape grower and vintner.

Lee Renger, Division 3

Lee Renger (Division 3 Director, Treasurer) joined the board in October 2005. An area resident since 1967, Mr. Renger is a retired scientist/electrical engineer with experience in NASA projects as well as bio-electronics. He earned BSEE and MSEE degrees at CalTech in Pasadena. His NASA experience included work on the Mariner Venus probe while he was with the Jet Propulsion Laboratory. Mr. Renger later moved on to biomedical pursuits, with a body of work that includes developmental work on pacemakers, insulin pumps and implanted glucose monitors. He is named as an inventor or co-inventor on 22 different patents.

Leonard E. Polan, Director, Division 4

 

Leonard E. Polan (Division 4 Director) was elected to the LVMWD Board in November 2012. A native of Brooklyn, New York, he has been a resident of the City of Westlake Village for nearly 30 years, where he continues to reside with his spouse, Jill. The Polans have three adult children.

He is a Viet Nam era veteran, having served in the U.S. Navy. An architect by profession, Mr. Polan studied at the University of Tennessee, where he graduated with honors. He volunteers as an architectural consultant to the First Neighborhood Homeowners Association in Westlake Village and has provided guidance to the Calabasas Park Homeowners Association.

Jay Lewitt, Division 5

Jay Lewitt (Division 5 Director, Secretary) was elected to the Board in November 2014. He is a 25-year resident of Agoura Hills, where he lives with his spouse. The Lewitts have three adult children.

Mr. Lewitt was born in Los Angeles. He earned a B.A. at the University of Southern California and a J.D. at the Pepperdine University School of Law.  He is the founder and president of Every Promotional Product, a promotional products firm which is also headquartered in Agoura Hills.

His community work includes having been a youth sports coach for basketball and baseball; he has also served as President of the Board for Heschel West Day School and he is currently on the National Council of AIPAC.

Mr. Lewitt is also a former board member of the Specialty Advertising Association of California (SAAC) and served as Legal and Government Committee Chair for that organization.
