District Counsel is appointed by the Board of Directors on a contract basis and is responsible for administration of the legal affairs of the district, representing the district in litigation and hearings. District Counsel prepares or reviews all ordinances, contracts, and other legal documents and provides legal advice and opinions to the Board, General Manager and other departments.
