Board of Directors

LVMWD is organized under the Municipal District Law of 1911 (California Water Code 71000). A five-member Board of Directors governs the district, each representing one of five divisions. The directors serve overlapping four-year terms. The board selects, from among its members, officers and a representative to the Board of Directors of Metropolitan Water District of Southern California.  Click here to see the Official Division map (PDF - 2.58 MB).

Caspary Charles Caspary (Division 1 Director, President) joined the LVMWD board in 2001. A resident of Hidden Hills, he has more than 35 years of experience in the recycling and environmental services industry. Mr. Caspary is former owner of Atlas Refuse Removal and Las Virgenes Disposal, and served on the California Refuse Removal Council, the Greater Los Angeles Solid Waste Management Association. He is named as co-inventor of several patents in solar energy and water desalination. Caspary formerly served on the Board of Trustees for the Boys & Girls Club of Conejo and Las Virgenes and as a Trustee for the Viewpoint Educational Foundation.  Mr. Caspary currently serves on the board of Run For Her, a Calabasas-based charity that promotes awareness of ovarian cancer and raises research funds for the Women’s Cancer Research Institute at Cedars - Sinai. He also represents the District on the Governing Board of the Santa Monica Bay Restoration Commission.

 

Peterson Glen Peterson (Division 2 Director, Secretary and MWD Representative) has served on the district’s board since 1987. Mr. Peterson also represents LVMWD on the board of Metropolitan Water District of Southern California (MWD), a position he has held since 1993 and he is currently the Vice Chair of the Water Stewardship Committee. He is the immediate past president, a current board member, member of the executive committee and past chair for the Federal Affairs Committee of the Association of California Water Agencies, (ACWA). He was awarded the Public Health Appreciation Award from the California Dept. of Health Services for his work in fluoridation. He has been a resident in the district for over 40 years and was the owner of Cornell Realty. Mr. Peterson is a former member of the Mountains Conservancy Foundation, former treasurer of the Community Center Foundation, he's a former member and past president of Las Virgenes Homeowners Federation and was active in the Agoura Hills Rotary, a Paul Harris fellow, and was the founder of the Friends of Peter Strauss Ranch. He is an award-winning grape grower and vintner.

 

Renger Lee Renger (Division 3 Director, Vice-President) joined the board in October 2005. An area resident since 1967, Mr. Renger is a retired scientist/electrical engineer with experience in NASA projects as well as bio-electronics. He earned BSEE and MSEE degrees at CalTech in Pasadena. His NASA experience included work on the Mariner Venus probe while he was with the Jet Propulsion Laboratory. Mr. Renger later moved on to biomedical pursuits, with a body of work that includes developmental work on pacemakers, insulin pumps and implanted glucose monitors. He is named as an inventor or co-inventor on 22 different patents.
Bowman Joseph M. Bowman (Division 4 Director) has been a board member since November 2002. Mr. Bowman moved to Westlake Village in 1968 and as an attorney for American-Hawaiian Land Company, and later as a vice president of Prudential Insurance, was instrumental in the early development of that 12,800 acre master planned community. He has extensive and varied experience in real estate development and asset management including work as a receiver for the Superior Court. Mr. Bowman is a retired Executive Director of Home-Aid, Los Angeles/Ventura, a not-for-profit corporation that builds shelters for the temporarily homeless. He has served as a director for Many Mansions, which provides housing for low and very-low income residents and as a founding director of The Wellness Community, Valley-Ventura, a not-for-profit agency that provides a variety of free services to cancer patients and their families.

Smith Jeff Smith (Division 5 Director, Treasurer) was elected to the board in November 2006.  He is Director for NASA-Commercial Systems for AMPAC In-Space Propulsion, a manufacturer of rocket engines and propulsion subsystems for space vehicles. Prior to joining AMPAC-ISP, he was VP of engineering for New Earth Systems, a plastic recycling and reprocessing company.

Mr. Smith has a degree in engineering from Cal State Northridge and a Masters in Engineering Management from USC. Among his accomplishments was spearheading a program to apply advanced combustion technologies in the destruction of hazardous industrial wastes. Mr. Smith also owns a home improvement and contracting company based in Agoura Hills that he founded in 1995. In addition to his role on the LVMWD board, Mr. Smith also volunteers as a youth baseball coach.
